Introduction
Minimum Requirements
A relevant degree, such as business administration, trade / infrastructure economics and at least 10 years of relevant experience of managing programmes dealing with regional integration and trade issues in Southern and East African countries;
Strong knowledge of infrastructure, the needs of the southern Africa region, of the African regional integration agenda and of bilateral trade agreements SSA countries are party to;
Proven knowledge and track record in delivering results in regional trade facilitation, transit and transport, and integration through innovative approaches and developing partnerships;
Proven track record of successfully managing large donor-financed programmes and strong programme cycle management skills;
Proven ability of successfully managing a multi-disciplinary team of experts in a donor-financed programme; and
Excellent report writing and analytical skills including high proficiency in office software packages.
Job Specification
The Mozambique Regional Gateway Programme will be jointly funded by DFID Mozambique and DFID Southern Africa over 5 years from October 2011. DFID Southern Africa will provide funds in support to a regional component of the programme to help ensure that transport corridor developments translate into trade benefits for Mozambique's landlocked neighbouring countries through lower transport costs. The MRGP is expected to improve transport, energy and ICT infrastructure networks operating under an improved/complementary regulatory environment to serve Mozambique, as well as countries in the wider region for which Mozambique is a transit route for international trade. Specifically for the region, the MRGP will aim at lowering transport costs and reduced delays at border crossings; increasing volume and value of regional trade from Zambia, Zimbabwe, Malawi and Botswana through Mozambique; and co-ordinating co-operation between Tripartite and Mozambique so landlocked countries benefit from transit trade through Mozambique The regional component of the MRGP has three specific outputs: conducting studies and projects to support the improvement of landlocked countries links and access to the roads and railways of the Beira and Nacala corridors completed and implemented; project preparation financing to bring projects to bankable stage completed; and donor coordination through the Tripartite's Nacala and Beira corridor groups in order to establish a common regulatory environment strengthened The regional component will be implemented through a Programme Management Unit that will function under the legal and fiduciary auspices of COMESA.
The Position
DFID Southern Africa is looking for a Programme Coordinator, who will have responsibility for coordinating all technical assistance (TA) required by the MRGP, reporting on progress against indicators and milestones of the programme logframe, and annual programme planning and specific planning of TA and all other assignments funded by the MRGP.
Duty Station
This position is based at the Programme Management Unit (PMU) offices, Pretoria, South Africa, housed at TradeMark Southern Africa, Pretoria. Period From March 2012 (ideally) or soon after, for 3 years.
Responsibilities
The Programme Coordinator will perform the following tasks: § Coordinate all activities of the MRGP. § Support the Programme Manager in o the preparation of the MRGP annual work programmes, log frames and cost estimates; o Oversight of the implementation of all MRGP projects and technical assistance contracts o Preparation of quarterly and annual reports based on the Logframe and work programme; § Performing any other relevant tasks and activities.
Qualifications and Competencies
The Programme Coordinator should have the following skills and experience: § A relevant degree, such as business administration, trade / infrastructure economics and at least 5 years of relevant experience of managing programmes dealing with regional integration and trade issues in Southern and East African countries; § Knowledge of infrastructure in the southern Africa region; § Proven knowledge and track record in delivering results in donor funded programmes § Proven ability of successfully managing a multi-disciplinary team of experts in a donor-financed programme; and § Very good report writing skills including high proficiency in office software packages.
Reporting
The Programme Coordinator will report to the MRGP Programme Manager.
